Majils Ugama Islam Singapura (MUIS), also known as the Singapore Islamic Religious Council, is the highest Islamic authority in Singapore, responsible for handling Muslim affairs. The Council is composed of the MUIS President, a Singapore judge (Mufti), a person nominated by the Ministry of Home Affairs' Director of Muslim Affairs, and others nominated by Muslim organizations. All members are appointed by the President of Singapore. MUIS was established in 1968 and is a national statutory body. Its official website is www.muis.gov.sg. When the Muslim Administration Act came into effect, MUIS provided advice to the President of Singapore on Islamic matters and also provided halal services.
As Singapore's sole halal certification authority and one of the two major international government certification bodies, MUIS ensures that all certified factories receive a high level of halal assurance. MUIS's halal certification body is ISO 9001 certified and offers a wide range of personalized halal services. By 2007, over 2,000 companies and organizations worldwide had been certified by MUIS. As the highest authority on halal food, MUIS plays a vital role in ensuring halal food safety for the 15% of Muslims in Singapore, ensuring that Muslim laws are adhered to in businesses' halal training, production, processing, storage, transportation, sales, and food display. Furthermore, the promising halal food industry and its numerous halal-certified restaurants are helping to foster integration among communities of diverse ethnic, cultural, and religious backgrounds.
On November 3, 2014, Ms. Yang Xiaocui, General Manager of Jacob Star, visited Singapore and paid a visit to the Singapore Islamic Religious Council (MUIS Warees).

MUIS authorizes WH to provide halal services in Singapore and internationally outside Singapore. MUIS authorizes WH to conduct halal certification testing/audit services. MUIS authorizes WH to conduct halal training services. WH organizes the Singapore International Halal Forum. WH promotes Singapore companies to enter China, Vietnam and Thailand. WH develops halal training programs for local and overseas companies. WH promotes Singapore companies to expand into Italy, Belgium, South Korea and Japan. Warees Halal Pte Ltd (WHL) was incorporated on September 11, 2014 as a not-for-profit public company limited by guarantee within the MUIS Group. WHL is the executive director and is managed by a board of directors comprising professionals from diverse backgrounds. CEO and Chairman Abdul Rahim Saleh, who is seconded from MUIS, has over 25 years of experience in the halal certification industry. WHL has a dedicated staff, including professionals with multidisciplinary backgrounds. WH: has established a partnership with Shenzhen Jacob Star Biotechnology Co., Ltd. since 2010 and has served more than 100 companies.
