How to obtain Halal certification in Indonesia

Indonesian Government Regulation No. 39 of 2021 stipulates the requirements for businesses to obtain Halal certification for goods and services. Under this law, products entering, circulated, and traded in Indonesia must be Halal certified.
To obtain certification, a business must first apply to a Halal Product Assurance Agency. A designated Halal inspection agency will then test the business’s products or services.
As the world's most populous Muslim country, Indonesia is naturally also the world's largest halal market, especially in the food, tourism, cosmetics and pharmaceutical industries. Before the pandemic, global spending on halal products exceeded US$2 trillion, of which Indonesian consumers spent about 10%, or more than US$200 billion, on halal products and services.
Indonesia's Halal certification regulations, released in October 2021, will affect businesses in most industries. According to Indonesia's Halal regulations, products entering, circulating, and traded in Indonesia must be Halal certified.
The implementation of Indonesia’s new halal regulations aims to reform Indonesia’s business environment, promote foreign investment, and create jobs.
According to the new regulations, the assessment of halal certification covers halal-based materials and halal-based production processes, including storage, packaging, display and sales of products.

Halal Certification Process
Submit Halal certification application
First, submit an application to the Halal Product Assurance Agency, a government agency responsible for implementing Halal product assurance.
Halal certification inspection
Once the application is completed, the certification body will select a Halal inspection body to inspect and evaluate the product or service according to the determined Halal standards.
Once the inspection is complete, the results will be handed over to the Indonesian Ulama Council (Majelis Ulama Indonesia - MUI), which will make the final decision on whether the product or service in question is considered halal. The MUI will issue a ruling within three working days of receiving the results. This is considered a significant improvement over the previous regulations, which required the MUI to respond within 30 working days.
Awarded Indonesian official Halal certificate
After the ruling is issued, BPJPH will issue a Halal certificate within one working day. The Halal certificate is valid for four years.
