The Islamic Religious Council of Singapore (MUIS), Majlis Ugama Islam Singapura, is Singapore's highest Islamic authority responsible for handling Muslim affairs. The council is composed of the MUIS president, the Singapore mufti, persons recommended by the Ministry of Home Affairs in charge of Muslim affairs, and others submitted by Muslim organizations; all council members are appointed by the President of Singapore. Founded in 1968, MUIS is a national statutory body whose official government website is www.muis.gov.sg. When the Administration of Muslim Law Act comes into effect, MUIS advises the President of Singapore on Islamic matters, and MUIS also provides Halal services.
As Singapore's only Halal certification management unit and one of the world's two major official government certification bodies, MUIS ensures that all certified factories obtain good Halal assurance. MUIS's Halal certification body is ISO 9001 certified and provides a wide range of personalized Halal services. By 2007, more than 2,000 enterprises and units worldwide had been MUIS-certified, and as the highest authority for Halal food, MUIS plays an important role in ensuring the Halal food safety of Singapore's 15% Muslim population, and in ensuring that Muslim law is observed in enterprise Halal training, production, processing, storage, transportation, sales and food display. In addition, the promising Halal food industry and many Halal-certified dining venues help promote mutual integration among communities of different ethnicities, cultures and religious backgrounds.
On 3 November 2014, SINOQUAL General Manager Ms. Tessie Young went to Singapore and visited the Islamic Religious Council of Singapore (MUIS Warees).

MUIS Warees is an investment private limited company, a wholly-owned subsidiary of MUIS. Warees Halal Limited (WHL) was registered on 11 September 2014 as a not-for-profit public company limited by guarantee within the MUIS group. WHL is managed by a board of directors including professionals from different backgrounds. WHL's chairman, Abdul Rahim Salleh, is seconded from MUIS and has over 25 years of experience in the Halal certification industry. WHL has dedicated staff, including professionals with multidisciplinary backgrounds. WH has built a partnership with Shenzhen SINOQUAL Biotechnology Co., Ltd. since 2010, serving over 100 companies. WHL is building its brand value and strategy in the Chinese market using a smart cooperation model: upholding Halal assurance, enabling enterprises, strengthening integrity, and ensuring sustainability.
Ms. Young introduced China's major activities in the field of international Halal certification in recent years, and expressed the hope to continue maintaining cooperation with MUIS-Warees, welcoming MUIS-Warees representatives to visit China at any time.
