Indonesian Government Regulation No. 39 of 2021 sets out the requirements for enterprises to obtain Halal certification for goods and services. Under this law, products entering, circulating and traded in Indonesia must be Halal-certified.
To obtain certification, an enterprise must first apply to the Halal Product Assurance Agency. A Halal inspection body will then be designated to test the enterprise's products or services.
As the world's most populous Muslim country, Indonesia is naturally also the world's largest Halal market, especially in the food, tourism, cosmetics and pharmaceutical industries. Before the pandemic, global spending on Halal products exceeded US$2 trillion, of which Indonesian consumers' spending on Halal products and services was about 10%, or more than US$200 billion.
The Halal certification regulation that Indonesia issued in October 2021 will affect enterprises in most industries. Under Indonesian Halal regulations, products entering, circulating and traded in Indonesia must obtain Halal certification.
The implementation of Indonesia's new Halal regulation aims to reform Indonesia's business environment, promote foreign investment and create jobs.
Under the new regulation, the assessment of Halal certification covers Halal-based materials and Halal-based production processes, including the storage, packaging, display and sale of products.

The Halal certification process
Submit a Halal certification application
First submit an application to the Halal Product Assurance Agency, the government body responsible for implementing Halal product assurance.
Halal certification inspection
Once the application is complete, the certification body will select a Halal inspection body to inspect and assess the product or service according to the established Halal standards.
Once the inspection is complete, the inspection results will be handed to the Indonesian Council of Islamic Scholars (Majelis Ulama Indonesia - MUI), which will finally determine whether the product or service concerned is considered Halal. MUI will make a ruling within three working days of receiving the results. This is considered a significant improvement over the previous regulations, under which MUI responded within 30 working days.
Grant of the official Indonesian Halal certificate
After the ruling is issued, BPJPH will issue the Halal certificate within one working day. The Halal certificate is valid for four years.
