Persons in charge of medium and large business operators throughout Indonesia — Circular No. 7 of 2025 on the Publication of Halal Products and the Mandatory Marking of the Indonesian Halal Label on Products That Have Obtained Halal Certification. A. General provisions In order to provide consumers with legal certainty and convenience, and to unify the halal mark on products, operators whose products have obtained a halal certificate are obliged to mark the Indonesian Halal Label on their products. The Indonesian Halal Label is a product halal certification issued by the Halal Product Assurance Organizing Agency (BPJPH) and applies nationwide. Under Articles 6 and 36 of Law No. 33 of 2014 on Halal Product Assurance, the Halal Product Assurance Organizing Agency (BPJPH) is empowered to carry out the socialization, education and publication of halal products, and is obliged to publish products that have obtained a halal certificate. This measure aims to provide the public with comfort, safety, assurance and certainty in consuming and using halal products, while also adding value for operators producing and selling halal products. B. Intent and purpose This Circular is intended to notify operators about the publication of halal products and the obligation to mark the Indonesian Halal Label on products that have obtained halal certification as prescribed. The purposes of issuing this Circular are: to provide certainty and comfort to consumers of halal products when consuming and using them; to add value for operators producing and selling halal products; to support the establishment of an orderly national halal ecosystem, particularly with regard to the use of the Indonesian Halal Label on products; and as a form of public disclosure of information on the halal status of products traded and circulated within the territory of the Republic of Indonesia. C. Scope The content of this Circular includes: notifying operators of the obligation to mark the Indonesian Halal Label on products that have obtained halal certification. disclosing halal product information to the public. E. Matters notified Every operator that has obtained a halal certificate from BPJPH must, in accordance with laws and regulations, mark the Indonesian Halal Label on the product packaging, on a specific part of the product, or in a specific location on the product, to ensure certainty and transparency and to provide the public and consumers with correct information about the product's halal status. Every operator with a certified halal product must publicize it through the electronic media channels it owns, social media, or other information and promotional media used for product marketing (such as websites, e-commerce platforms, etc.). The publication referred to in point 2 must, at a minimum, include: displaying the Indonesian Halal Label in promotional materials; advertisements; product catalogs; or consumer testimonial videos. Operators that have obtained a halal certificate but have not marked the Indonesian Halal Label on their products may be subject to administrative sanctions in accordance with laws and regulations. Supervision of the marking of the Indonesian Halal Label is carried out by BPJPH together with the relevant competent authorities in accordance with their respective powers. F.
